HMRC VAT Relief - Full Eligibility Guide
HMRC VAT Relief - Full Eligibility Guide
Under UK tax law (HMRC VAT Notice 701/7), people who are chronically sick or disabled can buy specific living aids and mobility equipment at 0% VAT instead of the standard 20% rate.
This guide covers exactly who qualifies, which Luxworth products are eligible, how the self-declaration works at checkout, and how we handle the legal and data-protection side of things.

1. Am I eligible for zero-rated VAT?
Three conditions have to be met, all set out by HMRC:
- Eligible personal status: you, or the person you're buying for, must be chronically sick or disabled.
- Personal or domestic use: the product has to be for private, domestic, or personal use. It can't be for a business, care home, or other institution.
- Qualifying product: the product has to be designed specifically to help with a disability or long-term medical condition.
HMRC's definition of "chronically sick or disabled"
Under Notice 701/7, this means the person has one of the following:
- A physical or mental impairment with a long-term and substantial effect on their ability to carry out everyday activities.
- A condition the medical profession treats as a chronic sickness - for example severe arthritis, a mobility impairment, or a chronic respiratory or heart condition.
- A terminal illness.
What doesn't qualify: an elderly person who is otherwise able-bodied, or someone with a temporary injury such as a broken bone, does not qualify for zero-rated VAT under this rule. The condition has to be long-term.
2. Which Luxworth products qualify
Not everything in the collection is eligible. HMRC's zero rating only applies to goods made and sold specifically to help someone manage a long-term condition or disability - not general luxury furnishings.
| Eligible category | What qualifies it | Examples in the Luxworth collection |
|---|---|---|
| Grab rails | Fixtures engineered specifically for mobility and independent living. | British Handmade Wooden Grab Rail, Folding Stainless Steel Grab Rail |
| Bathing and showering | Bathroom fixtures engineered specifically for mobility assistance. | Bespoke walk-in bathing systems, and our grab rail range |
| Mobility and daily living aids | Equipment manufactured specifically to assist daily mobility. | Luxworth Executive Rollators and access solutions |
General home furnishings, standard mattresses, and other leisure or lifestyle items stay at the standard 20% UK VAT rate, even if a disabled customer buys them.
3. How to claim VAT relief at checkout
The declaration takes about thirty seconds and needs no paperwork sent to us.
- Choose an eligible item. Qualifying products carry an "Eligible for 0% VAT Relief" badge on the product page.
-
Complete the declaration. At checkout (or on the product page), tick the VAT exemption box and enter:
- The full name of the eligible person.
- Their specific medical condition or disability - for example, "severe osteoarthritis" or "multiple sclerosis".
- The VAT comes off automatically. The 20% is deducted from qualifying items before you pay.
4. Legal compliance, personal details, and audit responsibility
HMRC places strict record-keeping duties on retailers for every zero-rated sale.
Accuracy is the customer's responsibility
- When you submit a declaration, the responsibility for providing accurate information sits with you (or whoever is completing it on the buyer's behalf). Giving a false declaration to avoid tax is an offence under UK law.
- Luxworth does not ask for a doctor's letter or medical proof, but as a registered business we're required by HMRC to check that every declaration is complete before we fulfil a zero-rated order.
How we handle your data
- Confidentiality: declaration data is handled in line with UK GDPR and the Data Protection Act 2018.
- Audit trail: your declaration is linked to your order record and kept solely for HMRC tax compliance and audit purposes. We never pass medical details to marketing services, ours or anyone else's.
Frequently asked questions
Can I buy a qualifying product for a family member?
Yes. A family member, carer, or guardian can complete the declaration on the eligible person's behalf. Just enter their name and condition in the checkout declaration.
What if my order has both eligible and non-eligible items?
VAT relief applies line by line. If your basket has mobility aids alongside general home décor, 0% VAT applies only to the qualifying items - standard VAT still applies to the rest.
Can a registered charity claim VAT relief?
Yes. Charities buying goods for a disabled person's personal use can claim zero-rated VAT by providing their registered charity number alongside the standard declaration.
